Funding model review to support long-term sustainability.

Situation: Ontario colleges face ongoing financial pressure and changing policy realities, creating a need for a government-driven review of funding mechanics and sustainability.

What McKerrall Strategy Did:

  • Prepared background materials and analysis for College Presidents that identified the funding gap.
  • Supported the formation of a sector technical working group and liaised with Ministry staff to build understanding of college operations and challenges.
  • Developed funding recommendations with supporting rationale and worked with College Presidents and technical working group to achieve consensus.
  • Lead author on Funding Model Review written submission to Ministry of Colleges, Universities and Research Excellence.
  • Supported development of Colleges Ontario Pre-Budget submission.

St. Lawrence College

Interim CFO leadership

Situation: A major revenue decline driven by policy changes combined with organizational staffing changes and gaps required rapid operational response, tighter controls, and sustained finance leadership through change.

What McKerrall Strategy Did:

  • Served as interim Chief Financial Officer and Vice-President Finance, Risk, and Procurement for just under 2 years, leading team of approximately 20 staff and $200 million operating budget.
  • Led provincially mandated efficiency review, collaborating closely with external consultants to assess long-term financial health and craft recommendations to close the gap.
  • Provided analysis and support to determine scope and timing of cost reductions, including program suspensions and staffing layoffs.
  • Strategic analysis support including 5-year financial forecasts and scenario modelling, long term cash flow forecasting, and financing for strategic investments.
  • Executive and Board reports and presentations building awareness and transparency of financial challenges.

Budget systems review and modernization roadmap

Situation: Region sought assistance with identifying gaps and opportunities for their budget systems and creation of a roadmap to improve budget processes and information.

What McKerrall Strategy Did:

  • Led a current state assessment consisting of interviews with internal stakeholders, external stakeholders and budget systems vendors.
  • Developed a phase 1 report that summarized a list of gaps and opportunities and prioritized based on impact and effort.
  • Performed budget software systems research, comparing capabilities and suitability for the region’s needs.
  • Developed a roadmap with several pathway options for the region to consider.
  • Created specific recommendations to address process gaps.
